H.R.9841 Prison to Proprietorship for the Formerly Incarcerated Act

Representative Morgan McGarvey (D-KY-3) introduced and sponsored the Prison to Proprietorship for the Formerly Incarcerated Act with 3 cosponsors on September 25, 2025. This bill intends to provide entrepreneurship training and support to individuals who have been recently released from prison.

The bill directs the Service Corps of Retired Executives (SCORE), a program within the Small Business Administration (SBA), to offer mentoring, workshops, and online courses for formerly incarcerated individuals.

These programs would focus on leadership, financial literacy, networking, and business plan development to help people successfully reintegrate into society and pursue entrepreneurship​.
