H.R.9835 Sexual Abuse Services in Detention Act
Representative Sydney Kamlager-Dove (D-CA-37) introduced and sponsored the Sexual Abuse Services in Detention Act (H.R.9835) with 19 cosponsors on September 25th, 2024. This bill seeks to address the significant issue of sexual abuse in U.S. detention facilities by expanding emotional support services for survivors.
If passed, this legislation would authorize federal grants to fund crisis intervention, telephone hotlines, and trauma counseling in detention facilities, which are services that are often available in the general community but lacking behind bars.
Additionally, grants will be used to train detention facility staff in best practices for supporting sexual abuse survivors. The legislation proposed the creation of a national resource center for incarcerated survivors of sexual abuse. This center would provide guidance, training, and assistance to both correctional institutions and service providers to ensure consistent support and maintenance of best practices across all facilities.
Overall, this bill seeks to fill gaps left by the Prison Rape Elimination Act (PREA), which mandated protections but failed to offer sufficient emotional support services.
Shortly after being introduced, it was referred to the House Committee on the Judiciary. It is bipartisan legislation and has widespread support.
